Reginald was alive before the Hargreeves were created by the Marigold he released into the world. Depending on how far back the timeline resets, another variant of him could still be walking around in the reset timeline. This would presumably be a variant of Reginald we haven’t met yet, as the Hargreeves' original father and the one they meet in season 3 are likely dead.
