You’ll first encounter Shido the Biwa master during your search for one of the Shinbakufu targets inAssassin’s Creed Shadows. Shido is one of the People of Wakasa, and he wants to make up for the wrongdoings of his former student, Takeda Motoaki (alias: The Fox). After you’ve eliminated The Fox from your board, Shido will have a request for you and will give you the main clues for each of the five Pirate Alliance targets around Wakasa. When you first receive the quest, there will only be four targets, but further clues will become available as you progress.
The Pirate Alliance is a nasty gang of outlaws that have been raiding and pillaging towns along the coast of Wakasa, which is primarily where you’ll be searching for this target board. The five targets in the Pirate Alliance are Kage, Lopo Cruz, Little Kappa, Sen, and Oni-yuri. This is one of the few target boards that you have to complete in order to fully unlock all ofNaoe and Yasuke’sskills. You’ll be rewarded with a legendary Kusarigama and a few other epic-tier items as well.

How To Get The Pirate Alliance Target Board In AC Shadows
To access the Pirate Alliance target board, you’ll have to enter the Wakasa region and start your search for The Fox, aka Takeda Motoaki, who is one of the targets in the mainAC ShadowsOnryo(Shinbakufu) target board. During this quest, you’ll have to meet with The Fox’s sensei and Biwa master, Shido, andbreak the news that his former student has been corrupted over the years.You can unlock the Pirate Alliance board by speaking with Shido after eliminating The Fox.

To access the final target on this board, Oni-Yuri, you’ll need to complete the"Sweet Lies"quest in Tsuruga.
All Pirate Alliance Leader Locations & Rewards
Kage
Kage is a devout Samemaru supporter who has vowed to his brother he will spend his days searching the Shattered Coast for treasure. He’s located west of Obama in the bay leading to the trading port, and he’s situated on a group of small boats in the middle of the body of water.You can dive down to get there without being bombarded by arrows,and it’s easier to do atnight rather than day inAC Shadows. Killing Kage awards the Brotherly Pride Epic Katana and the Common Damage on Consecutive Hits engraving.
Lopo Cruz
Lopo Cruz is located west of Obama in Nariu’s Lair on a docked boat. He’ll be meeting with some of his crew, and you can listen in on them to hear about the secret treasure that all the targets are in search of. After he’s finished talking with them, it will just be him on the boat, and you can easily sneak on and take him out. Killing him awards the Oceans Grip legendary Kusarigama, whichdeals 60% damage on enemies over 3 meters away.
Little Kappa
Little Kappa is found in Maizuru’s Lair in the Shattered Coast. There is another opportunity to sneak in here and listen to two goons gossiping about when they’ll be looking for treasure again, further hinting at what’s to come. You can take Little Kappa out with a simple Shuriken throw if you hit the explosives while he is right next to them. Otherwise, you can try to get in close, or go in hot and fight the whole camp.Little Kappa drops the Kappa’s Hammer Epic kanabo, which has +24% armor piercing with posture attacks.
Sen
To find Sen, you canspeak to the Jesuit priest that was being held hostage at Little Kappa’s camp, and he’ll tell you of his whereabouts at a small fishing village far to the west in Tamba. It’s located northeast of Fukuchiyama, and when you get there, you will be able to listen to the villagers praising Sen’s actions, implying you shouldn’t kill him. It turns out he got his wife killed because he was greedy, so he quit the pirate life for good to help this village.
Oni-yuri
To unlock Oni-Yuri, you’ll have to complete the"Sweet Lies"quest and find all the poisoned food before speaking with Oni-yuri, who is being accused of poisoning the food. Naoe will defend her (at least incanon mode), even thoughit’s pretty obvious Oni-yuri did the poisoning.Continue the Oni-yuri quests to learn more about her poisonous ways and details about her father. Oni-yuri will actually join your crew as an ally at the end of this, and will award theLash of Deception Epic Kusarigama.
Rewards For Assassinating All The Pirate Alliance Leaders
Time For A Treasure Hunt
After dealing with all the Pirate Alliance targets, you can return to Shido the Biwa Master and complete the quest. This will complete the Pirate Alliance target board and award 5000 XP. More importantly, he will give you a key,which is used in Koromodako Cave to open a legendary chest.This cave is located on the Shattered Coast, west of Maizuru’s Lair. While you will receive some decent loot from each individual leader, the two legendary drops from this quest are your best rewards: theOceans Grip Kusarigama and Fujin’s Tempest amulet.
Assassin’s Creed Shadows: All Kabukimono Leader Locations & Rewards
The Kabukimono target board and quest in Assassin’s Creed Shadows has eight primary targets scattered around the Izumi Settsu region.
You will also unlock twoAC Shadowsskillsin both characters' skill trees. Naoe’s unlocked skill from the Pirate Alliance is a Smoke Bomb enhancement called Widespread, which increases the Smoke Bomb radius to 10 meters. Yasuke will unlock the Teppo passive, Quick Aim, which can upgrade his Teppo reloading technique to make it faster. This can be further ranked up to increase Teppo damage by 60%. There are a few other skills on both characters' trees that require completing target boards inAssassin’s Creed Shadows, but for now, enjoy the rewards from the Pirate Alliance targets.
