He’s a private character who likes to keep to himself, only speaking to Mario when there’s a quest to be given.
If Mushbert were to appear inThe Super Mario Bros. Movie 2,it would likely just be a cameosince he’s not a very well-known character. They could even recreate the scene fromMario Party Advance, with Mario navigating the Mushroom Condo and Mushbert simply telling him to leave - it would be a funny Easter egg that doesn’t take up too much time but still provides a few laughs.
